I usually buy my glazing materials (cement and liquid) from a local stained glass retail store. My question is: What kind of cement (topping, regular, etc...) is used in glazing compound? I'd like to buy some extra since I usually run out of the "cement" before I run out of the liquid used to mix with it. Also, what is the formulation for the liquid? It smells like terpentine.

What product name are you buying? There are many commercial products that have their own proprietary recipes.
The basic recipe for stained glass putty is whiting and linseed oil, color if wanted. Some use 2 different sizes of whiting, some add plaster of Paris (not recommend). Liquids include linseed oil (boiled,raw) turpentine.mineral spirits,white spirits,driers, kerosene, soy oil, fish oil.
So the answer to your question is, there is no answer.
Ask your supplier to tell you what is in the stuff they sell. Get an MSDS from them.

I'm not buying a "product name" and the supplier is unlikely to cut his own business by supplying me with the formulation. I buy the powdered "cement-like" product already mixed and the "turpentine-like" material separate from the supplier. I'm trying to find out what the typical formulation is for each, so that I can buy the ingredients and mix my own.

It sounds like you are buying a product called Miracle Mudd.  Unless you supplier makes their own stuff.
As I said there is NO typical formulation.  The best is linseed oil and whiting
Your supplier has to give you a MSDS (it's the law). Often the ingredients are listed.

All I want to know is in what proportions you mix the portland cement, whiting, carbon black and plaster of paris? This I buy already mixed. Then I buy the liquid separately containing linseed oil and gum turpentine, but I'd like to know the proportions of this also.
