cleaning TALL windows

The ph-neutral Orvis soap works well and the techniques for cleaning old glass before releading is pretty straightforward. But what about when we need to clean windows without removing them? Working from ladders or scaffolding how do we remove Old caulk, old paint, VERY old crusty dirt? Has anyone used a Dremel or a hand-held rug shampooer? Or an industrial strength electric tooth brush? Suggestions greatly appreciated.
